Record on cameras and surveillance
- January 24, 2023. Voted for the interlocal agreement joining the county sheriff’s Fusus camera network; passed 4 to 1.
- March 25, 2025. Voted for the first RTIC grant; passed 6 to 1. The meeting record.
- May 7, 2026. At the agenda briefing, restated the plan to keep one Flock camera for network access (video, 41:49): “really keeping one just means that we have some kind of access to the interface so that we can use those that are out there that aren’t even our cameras.”
- May 12, 2026. Voted for the RTIC grant and the Axon contract; each passed 6 to 1. The meeting record. Her later posts state the condition she attached: she supported the Axon contract “with conditions: the Flock contract would end and all city-owned Flock cameras would be removed,” and “I do not support the City of Asheville maintaining and using Flock cameras.”
- August 12 to 17, 2026. From her public Facebook page (Aug 12, updated Aug 17): the “keep one camera” idea was a wind-down device, riding out the contract “through February” with the camera pointed “at a wall”; her Aug 13 update said the complete Axon contract would be made public the next day (the city posted it; the PDF’s date is Aug 14, and the quote it references is not posted, row 12); her Aug 17 update: “It is now clear the Flock cameras owned by the City of Asheville remain up.” On Aug 19, 2026 the mayor called for a termination vote (WLOS).
- August 20, 2026. At the agenda briefing (attribution confirmed by watching the video): “I was under the impression that 10 were coming down already and one would stay until February. I’m happy to move forward on just pulling them now, so long as we’re not increasing safety risks.” And: “I’m not interested in canceling the Axon contract for body cams or dash cams… I did reach out to legal, I did learn Axon has ALPRs… maybe that’s a part of the contract we wish wasn’t there.”
- August 25, 2026. Seconded Roney’s termination motion and voted yes; it passed 5 to 2. Her statement: “Six of us already voted to cancel Flock, and this is [an] additional movement to speed up the process… I’m getting lots of questions about why I didn’t support it, when I did. We all did.” She thanked APD “for not being one of those scary statistics… for maintaining this software while we had it under our purview, safely.” She did not second the moratorium on new plate reader purchases; no member did. The meeting record.
The technical point behind the one-camera plan is on Getting Flock Out: a Flock agency account searches the shared network regardless of how many cameras the agency owns.
In her words
- “I do not support the City of Asheville maintaining and using Flock cameras.” (public post, Aug 12, 2026)
- “maybe that’s a part of the contract we wish wasn’t there” (agenda briefing, Aug 20, 2026, on Axon’s plate readers)
- “Six of us already voted to cancel Flock, and this is [an] additional movement to speed up the process.” (council, Aug 25, 2026)
What is pending with her
- Whether she would move a removal deadline for the city’s Flock cameras and a separate vote before any fixed Axon plate reader (demands 2 and 7). As of Sept 8, 2026, no motion.
- Whether she supports published audits and a written rule for activating new features (Promise Tracker). As of Sept 8, 2026, no public position.
