What the meeting video holds that the coverage did not
The full July 14 recording is public (the meeting video, 4 hours 2 minutes). The press covered the vote and the room well. Three things in the recording did not make the coverage:
- Where the money sat. At the vote, staff put the contract money at $47,000, sitting in the investigations contracted-services line, and asked what the sheriff should do with it if the motion passed; the discussion that followed turned to moving it to the overtime line, with a suggestion of hiring another deputy (3:38:05).
- A dispute about how it got there. Commissioner John Shearl told the sheriff that the former county manager signed the Flock contract in November and that its budget coding was changed from capital to contract services without information provided to commissioners; the sheriff answered that it had not been a secret, and Shearl answered that the first he knew of it was February (2:39:21). The classification matters because a capital request comes before the board and a contract-services payment does not. The paper that would settle the dispute is a records request: the November contract, the manager’s signature authority, and the coding change. The same budget mechanics run the other way in Henderson County, where the adopted ordinance lets the sheriff execute contracts inside his approved total without a board vote.
- An offer nobody has taken up. The Flock representative sent to defend the contract told the board the company would provide documentation that the county’s data had been purged, if asked (2:47:26). No WNC agency appears to have asked for it. He also told the board the data purges at 30 days, which was the company’s stated policy when he said it; in mid-August, Flock announced a reduction from 30 days to 7, so the July number is no longer the company’s position.
