Holbrooks ran the 16-camera Flock network (12 county, 4 schools, about $47,000 a year) that commissioners defunded 5 to 0 on July 14, 2026 (Macon County). Before the vote he argued to the board for what the Smoky Mountain News described as “what he believes is a life-saving tool” and that far more invasive technologies were already in use, invoking the Patriot Act; after it: “While the commissioners’ decision is certainly disappointing, I respect the decision that was made,” and “Regardless of how this turns out, guys, there’s no ill will.” (the two quotes: The Franklin Press, July 2026, subscriber access; the meeting: Smoky Mountain News · WLOS · Fox Carolina, July 6, 2026) No statement about redeploying cameras or challenging the vote has been found.
