Moore is the operational voice of the RTIC. In WLOS’s July 8, 2026 look inside the planned center: on data requests, “The longer it takes for us to get some of this, the less access to information we have”; on outside agencies, “We do not and will not share that information short of a court order”; on misuse, “If we see that essentially has been misused, the policy is showing us what those guardrails are” (WLOS). In the workgroup’s own notes he is recorded as saying more eyes equal more ability and, asked the program’s greatest risk, “the loss of public confidence and trust,” adding that “internal misuse is also a risk” (The RTIC Policy, per the notes). In 2023 he framed drones as a “force multiplier” for downtown staffing.
“Short of a court order” is stronger than Policy 1703’s actual text, which permits sharing “as permitted by law or with a compelling need”; an ICE administrative warrant is not a court order, and the policy does not say which one controls (Promise Tracker · What the Law Lets the County Do).
The question for him
Is “court order only” written anywhere an officer can be disciplined against, and does it cover administrative warrants?
